I have a question about how W3C specs work. Is it right to say that a spec has to be implemented in a certain number of browsers before being able to advance to the Proposed/W3C Recommendation stages?
Yes, is supposed to be the case, for example here are the tests i conducted to support the acc mappings section of HTML5 being included in the HTML5 rec http://stevefaulkner.github.io/html-mapping-tests/
For this specification to be advanced to Proposed Recommendation, there must be at least two independent, interoperable implementations of each feature. Each feature may be implemented by a different set of products, there is no requirement that all features be implemented by a single product.
