I run a small manga agent company named “Dennou Mavo LLC.” with my friend (https://www.mavo.co.jp/). Our company has interchanged the following manga to several manga distributors (manga web site and manga application).

From these experiences, I believe that the interchange of manga between (1) manga editors/authors and (2) manga distributors needs improvements for better productivity.
The biggest problem is that the file format used for interchange is an image format such as PNG format or JPG format, which rasterized text.
When interchanged with an image file, correction of misspellings and notations becomes very difficult. In Japan, authors often modify characters rather than editors.
Also, because the interchange data does not have a text layer, it takes more time and effort to translate to other languages.
Of course, a file format divided into a text layer and an image layer may be used in some cases. For example, PSD format of Photoshop and the CLIP format of CLIP STUDIO (popular among Japanese manga authors) etc. However, they are all proprietary formats.
If the text layer is supported in the delivery format, it will be more efficient to respond to visually impaired people and dyslexic people.

これらの経験から、私は(1)マンガ編集者/著者と(2)マンガディストリビューターの間のデータ交換を改善することが、生産性向上のために必要だと信じています。
最大の問題点は、納品に使われるファイルフォーマットがテキストをラスタライズした、PNGやJPGなどの画像フォーマットであることです。
画像ファイルで納品した場合、誤字や表記の修正が非常にやりづらくなります。日本では編集者ではなく作家が文字の修正をする場合も多いのです。
また、納品データがテキストレイヤをもっていないことで、他言語への翻訳に時間と手間がより多くかかってしまいます。
もちろん、テキストレイヤと画像レイヤに分かれたファイルフォーマットが使われる場合もあります。たとえばPhotoshopのPSD、CLIP STUDIO（日本のマンガ家に人気がある）のCLIPなどです。しかし、それらはいずれもプロプライエタリー・フォーマットなのです。
もしも納品フォーマットでテキストレイヤがサポートされれば、視覚に障害を持つ人々やディスレクシアの人々への対応が、より効率的にすすめられるようになるでしょう。
