Intent

This section contains the main explanatory content of the Understanding. It explains why the Guideline or Success Criterion exists and, at a high level, how to meet it.

Zoom functions to make content on the page larger for people with low vision. Simply put: a person can make everything bigger or smaller as needed.

The size 400% was picked as the largest size a standard website can get to using responsive design. If the user needs to increase content more than 400%, then a complete Linearisation would be necessary which completely overrides the layout of the website.

This explains how following the success criterion benefits particular types of users with disabilities.
