Joint discussion: Some of these documents (or its content) will progress to the W3C Working Group (as part of the new specifications), most notably the one on Formal Semantics. The only draft having calls is the Formal Semantics. No call has been convened so far, but work needs to keep in progress.
2. W3C Business
2.1 W3C ODRL Workshop

3. Digital Policy Working Group Charter
The meeting was mostly devoted to this draft charter.
Decisions
- Keep the broad title “Digital Policy Working Group”. The wider framing
attracts more communities and other W3C groups, and outweighs the more
narrowly technical nature of the work.
- Add a dedicated section for the Primer and the Best Practices document,
so that they are prioritised rather than left to the end.
- Add a DPV profile to the tentative deliverables as a quick win.
- The Community Group has up to two weeks to comment before the draft is
handed back to W3C for internal processing.
Deliverables
- Five normative specifications, with “ODRL Protocol Architecture”
possibly renamed “Architecture and Protocols”.
- Tentative: market data profile and data spaces profile.
- Other: use cases, test suites, and a possible note on policy
visualisation.
- Under consideration: a profile covering ethical aspects of systems,
based on work with GAIA-X Spain.
Open questions
- Whether “compliance” or “conformance” is the right term for evaluation
reports.
- Yassir: clarify whether “policy” covers only access and usage control,
or also broader regulatory compliance.
- Andrea: consider merging the semantic model, the conformance report and
the state of the world into one ontology, or a closely linked set, to
avoid fragmentation.
- Joaquín: the architecture section should allow for several
architectures (zero trust among them) and several protocols.
4. Any other Business

Action Items
- All: review the draft charter and comment via GitHub or email
within one to two weeks.
- Renato: add the Primer and Best Practices section to the charter;
add the DPV profile to the tentative deliverables; refine the
one-sentence descriptions of the normative specifications.
- Michiel: send a link to the data quality organisation, for the
external collaboration section.
