A text transcript is adjacent to audio and video content.
Except when
- The audio or video content has no spoken dialogue.
- The audio or video is decorative.
- The media is already a media alternative for text and is clearly labeled as such.

Procedure
For each instance of audio or video:
- Check that a transcript or link to a transcript is provided for each audio or video.
Expected results
